JAKARTA - National Police Chief Tito Kanavian said on Monday (May 14th) that the suicide bomber's family was responsible for the suicide attack in Surabaya, the capital of East Java province.

As for the reason for Monday's attack, Tito said the attackers received instructions from the headquarters of the Islamic State (ISIS) in Iraq and Syria.
He was told the attack was revenge for the arrest of radical cleric Aman Abdurrahman. The cleric is on trial for a 2016 terror attack in central Jakarta that killed four people.
He is currently being held at the Nusa Kambangan prison island in central Java and is expected to appear in court on Friday (May 18).
The militants are also seeking revenge for last year's arrest of Zainal Ansori, the head of the East Java branch of the Jemaah Ansharut Daulah (JAD) terror network.

In a press conference shortly after the attack, Indonesian President Joko Widodo said he would enact a "perppu" (emergency law to replace the law) to take counter-terrorism measures.

Deadly attack by family in Indonesia
The government has proposed an anti-terror law that would allow the police to take preventive measures to fight terrorism. Current law requires police to have enough evidence to make an arrest or wait until an operation or attack is launched.
"Law enforcement officers are now handcuffed when they deal with terrorists. That has to change," General Urado told reporters after meeting members of parliament on Monday.
General Wiranto said that with stronger laws, the police would be able to act quickly because they not only had weapons, but wider powers and confidence to act.
General Wiranto dismissed concerns that the authorities could abuse the strict anti-terror laws for political gain.
